Care Needs Assessment Centre
Organisation
The CIZ (Care Needs Assessment Centre) is responsible for assessing whether people who need help may be eligible for specific help or facilities. This concerns, for example, help with household tasks, help with personal care or the allocation of support devices/facilities such as mobility scooters or wheelchairs.
 
Challenge
Determining whether a person needs help/care is a knowledge-intensive process, whereby the information required from the client depends on his/her personal circumstances. A decision is made on the basis of policy regulations and protocols. These protocols and regulations are described in the documents and, in the past, were not applied in a uniform manner. This lack of uniformity was further reduced by the fact that various assessments were performed, such as in the case of help with household tasks, by the individual municipalities. Using Aquima, Everest realised a solution that facilitates the automated and consistent performance of assessments.
 
Realised system
An application was realised to support the staff at the CIZ and external organisations (such as municipalities) in the performance of assessments. This knowledge system uses decision trees and offers the opportunity to perform assessments based on legislation, regulations and the personal situation of the client. To this end, the system gradually and successively requests and collects the necessary information in order to arrive at a conclusion. The decision trees are used by the CIZ, but also other organisations (approximately 200 municipalities). Municipalities can adapt the decision trees to their own municipal policies. A workflow component ensures that the results of the situation-based assessment are sent to the right body.

  • Faster assessment (70% could be processed within 22 minutes).
